I just have a simple question.

Can mp3 files be converted into HIGHER quality sound files? I already know how to convert audio files, I'm just wondering if more compressed files such as mp3s can be converted to less compressed formats such as flac or lossless.

I know you can compress flacs and such into mp3s, but can it work the other way around too?

They can be converted to the format, but they will not become higher quality. MP3 is a "lossy" format, this means that when the original digital file (for example the CD) was ripped into the MP3, some of the information from the original file was discarded. Once it is gone, it is gone. Those lost bits can't be added back in during a later conversion process and get exactly the same result as the original source file.
