Most inexpensive headphone + amp combo

The challenge: what is the most chepest way to achieve hi fidelity sound without spending to much money?
 
Please kindly recommend the most economical audiophile quality headphone and portable amp combo.
 
Budget will not exceed $250.

In a combination I would say the akg k167 and the audinst (all for under £300). Then you're pretty much there. 
 
Please note though, that the akg needs burn in. Plenty of headphones don't benefit but these akg ones, like the k550 and others in the line, all definitely do.

 You can get the JVC's for under $35
 
 
Fiio E6 is under $30. 
 
If you want to spend a more the Fiio E12 is major league at $140, and the JDS Labs C5 is about $180 for portable amps, I have both. The E12 is more powerful and can drive just about anything if you plan on upgrading your headphones later. 
 
Both amps are awesome, and the JVC definitely competes with many headphones over $100, AKG k167 included.
