with a multimeter you could check resistances through the rectifier or voltage before and after it, while powered on.

a picture might help also.

the loud crackling sounds bad though

If your meter has a diode tester, just check between each pair of adjacent pads, swapping leads as necessary. Check resistance, too, with no power source connected. You should get infinite resistance and something like 0.7 V between each pin pair. If not, it isn't a diode bridge any more.

I plugged the power cable in to try and measure the things you guys measured and the TREAD lights up.

I haven't even touched anything since last night when I posted this so I'm really confused. Everything measures properly, 33 VDC unregulated and 28 VDC regulated.
