Minimum volume of in-ear phones

I just got a pair of Westone UM2's to use with my Nano. However, it seems that even in the first "notch" of volume, the volume is significantly higher than if I use full-size headphones. The first notch is not exactly loud but it's nowhere near being soft. Is this a trait of all in-ear phones?

Yes, as it has to do with the efficiency of the headphones (IEMs generally have lower impedance), and because you're blocking more outside noise, thus making your UM2's sound louder than conventional over-ear head phones or earbuds.

Thats to be expected.
1. IEM's have a higher sensitivity than full size headphones.
UM2 = 119 dB/mW, versus ex. HD650 = 103 dB/mW.
2. IEM's block out more external noise than most full size headphones.
