Mini^3 battery dead

It seems to be installed correctly, the polarity stripe and positive marking are both on the side of the positive marking on the board.

Maybe it was just a bad battery?

Maybe I should just replace all the diodes and regulators in the charging circuit?

The 18.2 reading was for the charging circuit.

I can't really test Quiescent current because I don't have a 9V battery.

Where did you get the idea that you need a battery to test the idle current?

FWIW I would start with the mounting hardware (nut) you have installed on the regulator, it looks to close to the terminal on the DC jack for my liking but that may just be the pics you provided.
