It's not the connector that is restricting the ability to use an external dac to your iPhone, it's in the software and hardware on the phone itself.
 
As far as DIY amps, there's the mini3 that i know of that - in parts comes out to $60 or so if you can get everything from 2 sources. the oDac is more like $70ish if i believe.
 
I'm fairly certain that there is nothing at or bellow $30 that will be an improvement on your iphone amp-wise. The iPhone puts out a certain amount of juice and anything bellow $30 would only compromise (decrease) overall sound quality - not increase it.
 
The only other Players out there that falls under the $30 mark  that i can think of off the top of my head is the one of the various sansa players (clip, clip+, clip zip). benefits are expandable memory (micro sd), and the ability to rockbox it and play other non apple formats. But again, that's not really an upgrade from an iPhone 4S. You'd probably be better off spending the $30 on music, or a pair of IEMs.
