I have about $400 to spend on speakers and a sound card.  A 2.0 or 2.1 setup is all I am looking for, and want passive speakers, as i will send audio out to an old pioneer receiver.  Have no problems buying used gear.  So, if anyone could recommend speakers that cost around $300 and a sound card for around $100, it would be greatly appreciated.

Take a look at these Pioneers. They were designed by Andrew Jones and a recent issue of Stereophile raved about them.
