Do you want a DAC/amp or just an amp? What headphones are you planning to use? What is your portable source - a phone or tablet? Android or iOS?
For just an amp, the Fiio E11K is $60. For a DAC/amp, I think I would spend a bit more to get a Fiio E07K for $90. The other option might be a Creative E1, but the E1 specs are vague, so I'm hesitant to recommend it.
The original E7 didn't and I haven't come across any post that this one does; but for another $50 you can just get the D-Zero MkII. It works with Android and iOS with their respective USB audio adapters. I have the original and while it wasn't advertised as such it works without a hitch on my iPad2 and SGS3 (make sure to disable charging on the rear panel switch - I get a "too much power draw" error on the iPad2 when it's enabled).
