LCD2 Stock Cables: Spinning 1/4 Plug. Normal?

As the title says, on the latest (thin) LCD2 stock cable, the head of the 1/4 plug spins slightly if twisted. Is this normal?
 
For the record, the 1/4 plug doesn't wobble, but spins slightly.
