I bought this on eBay a long time ago, it was advertised as a USB sound card and was very cheap. It plugs in to the USB and allows stereo playback and recording. The chip is a TP6911

yes it is a DAC. A very cheap one at that. A DAC is just a Digital to Analog converter. The one you have sends out digital over usb and it outputs in RCA.

By definition, anything that converts digital signals into analog is a DAC

Yeah, its a DAC.
Since it has digital input (USB) and analog output.

Thats pretty interesting. It may be cheap but I bet it still sounds better than your internal sound card.
