No, it's not. It's not tip ring sleeve at least. It's just a simple metal pin. I don't know what sort of connection your HD radio player has, but i'm sure there's an intended antenna for it out there.

I think you could just buy a cheap mini-mini and cut off one end, and it would have the same effect.
