Is the TA2020+ good enough to give good audio at medium levels on Diamond 9.1s? Any other amps you would recommend? Also I have an Xonar DG.
Is there a better amp for Wharfedale Diamond 9.1s than the TA2020+ for less than £50?

Unless you can find a used receiver, a t-amp is your best bet.
However, if you are looking at the Lepai A2020+, then you might consider the Indeed TA2020 + this power supply. Or get the Indeed TA2021 which comes with the power supply. Better quality t-amps than the Lepai.
