Alright well I don't think you need a custom kernel. You have it set on USB mode on the fiio correct? Keep trying or try doing research on Google. Maybe you could have a bad OTG adapter, that happened to me...

Yea idk that's weird. When I connect it, it says USB device connected on the S4, but I can't get audio to play.

Well in that case it isn't the adapter if it is recognized.

could it be the media player you're using on the s4? I know for  a fact that n7 player works.  I've heard of people saying that some OTG cables have the ground contact in different spots or something like that, maybe that's why it's recognized by the phone but not working with the e17?
