Is the age of the 45 minute album over?

Cool topic.

First of all, no, I don't think it's over -- cf. Slayer.

And I've said it before, and I'll say it again, there are probably more notes on a 35 minute Slayer album, than there would be on a 75 minute Godflesh album, and yet either one of them would be good.

I don't think filler is defined so much by the length of the album, as by the inability of the artist of coming up with consistently high-quality material. That may seem self-evident, but I believe it's been forgotten by both the record executives and many of today's artists.

Garbage have gone on record (at least, during the first two albums) that they think 10 or 11 songs are enough, which is why their first two albums are the length(s) they are. However, then they went ahead and made that beautifulgarbage monstrosity. They (or at least Butch) have also gone on record as thinking there is a perfect length of a pop song (around 3:40, IIRC), but I disagree.

I love Tales from Topographic Oceans, which is an 80 minute behemoth, as is The Wall, and wouldn't change a second of either one.
