Is Priority International mail shipped in a big envelope treated as International Letter?

I've been expecting a package and the product I bought off someone is not that big (100m x 100m x 29mm) so I am thinking he shipped it in a usps priority envelope. I know flat rate envelopes cannot be tracked. My question is if someone created a shipping label online shipping using usps priority envelope, is it supposed to say Priority International Mail or can it say International Letter? Is an envelope considered a letter? I'm still waiting for the seller's response
 
Also, how common is it for the label status to remain on "Electronic Shipping Info Received" for well over a week? From a recent experience, I received mail with the label LJ XXX XXX XXX US and the status did change from "Electronic Shipping Info Received" to "Processed through Sort Facility" on the first week.
