Is it normal to need a different volume for headphone Amps depending on the Source?

So I set volume to 100% on the source. When I'm watching on my NVIDIA Shield, I typically turn the Dial on my Fiio A5 to around 35-40% Low Gain. When I switch to my PS5 as source, I need to turn the knob up to around 60-70% to get a similar audio volume. Using HD600's connected to my Denon X3500H Receiver via Zone2 RCA.

Not much into this hobby, entry level really, and was just curious. If I select YouTube for example I typically need to drop volume down to 25% or so for it to be comfortable.

yes, this is normal, some sources have less power than others, this is why there are differences in volume.
