I agree - an easy way to test how much the Foobar EQ sucks is to raise one frequency very high, leaving the others flat. This makes extremely obvious distortions/weirdness. I don't think this is the intended effect of an EQ.
That said, I still in Foobar (in kernel streaming mode) is still by far the best player for audio quality, I just don't use the EQ.

Yes, it will clip if you put it too high, but if you use the "auto level" feature, you can isolate one frequency above the others without clipping (you just gotta turn up your amp). So obviously wrong sounding.
