Actually they do use steel a great deal on component leads. A good reason for copper is better malleability. It bends easier and is resistant to fatigue. In highly critical applications where reliability matters steel would be bad. At very high frequencies the magnetic properties of steel may matter. Copper plated steel is very common, but that is because bare steel does not solder at all well.
Sorry if I sound a bit strident. I'm rather enthusiastic about the need for critical thought on all matters. Apply such rigour in your thinking in all aspects of life. There is so much pseudoscientific crud about, much of it manufactured to distort your view of important things; care, rigour, and most of all critical, thought processes are really important.
