For your budget, Klipsch Pro Media 2.1.
Sometimes Bestbuy has it on sale for $99.
Or buy it used off eBay for $80-$90.
 
This 2.0 setup normally sells for $170, but sometimes goes on sale.

No sub-woofer, but otherwise it's a nice setup (that I have).

I kinda got impatient and got a logitech. $100 speakers, huge subwoofer and has a convenient dial knob thing to put on my desk. Lets me put my phone in through an aux and it blends with my PC audio. They look really nice as well.
