if the drivers are already angled on the phone cups, using angled pads seems overkill?

Angled pads seal better for some.

You never know until you try it.
If you consider the AKG K1000 is able to be angled to 90 degrees, there really isn't any precedent for arguing that anything below 90 degrees is overkill.

The only real problem is how much the pads are going to change or ruin the tone/tuning, since angled pads are often a lot deeper to accomodate the angle, thereby pushing the driver further from the ear, etc.

Not necessarily. It can be, maybe it won't. Think of it like angling speakers except there's no room mode as a variable, but the only thing that should stop you from trying is how much are the angled pads. Also even if you can get cheap angled velour pads, if you get the more expensive lambskin pads for example there would be tonal differences due to the velour vs lambskin plus maybe the density of the foam under each. And in some cases the tonal differences can still affect the soundstage - for example too strong bass and you'll start hearing the bass guitar and bass drum from in front of the vocals.
