No they're not the same thing.

Tonality column indicates how realistic the IEM produces the tone of instruments and vocals.

Balance on the other hand reflects the ability to produce the frequencies as evenly as possible without interfering the others. For example if a selected IEM has a big bass and that bass gets in the way of mid frequencies, then that means it's not very well balanced. Another example can be an IEM that produces thick mids but thin treble section or vice versa.

tbh im so eager to tryout sh3 but idk if the custom is necessary and also i scare to blind buy. This M9 at least is from Amazon which has return policy. Fortunately it is really balance sound!
