I need those tools from the US. Can somebody help me get them.

They do not have mat cutters; I just looked through (both) of their printed catalogs (all 2488 pages of them

) to confirm it.

They don't have "hard core" art supplies.

But no problem - I am around numerous other art supply houses and office supply houses - I can get the mat cutter from another source for you.

Usually that kind of reference is for a socket driver - in the U.S. they come 1/4", 3/8" and 1/2" drives. 1/4" drive is usually for sockets from 3mm to 11mm or so, 3/8" for sockets 10mm to 22mm or so, and 1/2" for sockets 20mm and up.
