How to normalize volume for DAP which does not support Replaygain?

The DAP may have a similar feature with a different name, like sound check on an iPod. Otherwise, use MP3Gain, or re-encode your files with replaygain already applied.

I ask how to re-encode with applied replaygain. I know the foobar can do it, but I can not find a step-by-step guide

MP3Gain is a software that can modify the volume of mp3 files without having to re-encode them. It is the best way if your files are mp3s.
 
To apply replaygain to files other than mp3s, use the foobar converter. You should be able to find instructions elsewhere on how to use it. In the processing options there is the replaygain settings.
