How to Create Virtual Output in Windows?

A number of applications out there (Voicemeeter, for one) create virtual output devices in Windows that you can send audio to, have it processed somehow, and then redirect the audio to another output device. Is there a simple way to create such virtual devices without the overhead of something like Voicemeeter?

Something like Virtual Audio Cable isn't quite right because I need to connect an output device to another output, not an input to an output.

Use case is so I can control the volume of audio fed through the virtual device separately from other audio streams.
