Take the raw VOB files and use AutoGK with the newest XviD codec and configure it to whatever size and resolution you desire. It's pretty much fully automated now. The one thing you may want to consider doing is taking a look at the best looking 'backups' you've seen and find out what resolution/bitrate they used. Also single pass encoding will get you good quality image, but the two pass is better because the encoder analyses the video and adjusts the bitrate depending upon how much is needed for each frame. That way high movement scenes will have higher bitrate than low movement and generally look better. Finished file size is usually much closer to what you specified too as the encoder should know how much data the entire movie will require and allocate its usage appropriately. But as mentioned above, check out the Doom9 guides as they give a step by step breakdown of AutoGK and all that.
