This is quite a hard question too answer as it depends what price range each amp is in.

What about the iBasso D2 Boa, what's a better desktop dac/amp at $165?

Two come to mind, both would have to be bought used. The 01 Amp/Dac (or its later incarnation the Octavart Amp/Dac) and the Beresford. I have listened to all three so at least to my ears that is the way I heard it.
