Not too sure about shipping from Germany to the US, but when I was overseas in Germany, German customs charged me 20% of the cost of an old, outdated, used internal hard drive. It only cost me $45, but they made me bring in Paypal receipts, etc.
Where the item is manufactured usually determines whether they charge tariffs or not

well importing to the eu has vat and duties charges that i know, just don't know about the other way around.
i recently bought a pair of T1s from beyerdynamic.de, wondering if i will get charged duty on them.
cost turned out to be $300 bucks cheaper than the US.
