How many Mw do IEMs really need?

How many Mw do IEMs really need? I have been looking at different dongle DACs and wondered how many Mws do IEMs really need?

From what I understand, most IEMs are measured at 1mW. If that's the case, something at 113 dB Sensitivity would produce that at 1mW.

If I'm mistaken, someone please chime in.
