Click on the user cp button towards the upper left corner.
Click on 'Edit options'
Scroll down, click the 'change avatar' button. From there, you should navigate thru your folders to select a picture. Pixel size must be 75X75 pixels or less. There's also a file size limitation, although i can't remember the exact number at the moment.
