Can I just go Laptop > USB-C > DAC > 3.5mm > Amplifier > IEMs/Headphones then just set the sampling rate in windows and stream using Tidal/Qobuz?

Would I need something like Roon, Audirvana or Foobar? Are they necessary or are they just beneficial?

Yes, you can simply do that. Additional apps like Roon are nice extras, but just gravy and not necessary.

The setting in the audio panel is fixed so any file not matching this sample rate, will be resampled.
Your best bet is automatics sample rate switching by using WASAPI in Exclusive mode.
