My gun idea is the best. Place the altoids in on your leg then use a magnum .45. It'll make a nice clean hole in the altoids tin.

that caliber is way too high, at most you would need a 9mm.

The best way I've found is to use the correct size drill bit and
a variable speed hand drill, and go slooooooowly.
