A question I have about HEKSE's scalability with different amp, whether the improvement would be noticeable enough going from say the Violectric V222 to the Holo Bliss which 3x the cost. I'd love to hear your thoughts. From what I've read the Susvara would definitely be more beneficial with better gears
It’s all about quality of power and current. I can tell you that they scale very well. HEKSE plays masterfully on my SusOG made chain which includes the AIC-10. So you should see it step up another level. Just don’t expect it to be a Susvara. But will get you about 75%/80% there. It’s a great headphone.

I have read several times on various websites that the newer HE1000se models from Hifiman are no longer as dominant in the high tones.
Is there any truth to this?

Yes, it is.
However, to my ears, the SE (silent revision), has MUCH more resolution and spaciousness. Better separation of instruments. Overall, more enjoyable sound.
