WRT the "welcome email" - at some point you'll probably be able to go and post on other forums, I'd go here and let them know if something isn't to spec:

The entire site just underwent a huge transition so it may be on their "to do" list, or it may be some automated thing that came with the new forum software that they can't change or don't know about (I honestly have no idea - or any idea what new users even see/have to go through to begin posting - but that's where you'd raise such an issue, and IME yes it is monitored).
