Help me reduce hum and feedback...

So I have an audio related question. In my church, for our band setup, we're getting vicious hum/feedback, and I need help reducing it.

Setup:

Instruments/mics -> Mackie 808M Powered Amp -> JBL Eon 15 G2 powered speakers.

I think part of the problem is dirty power, because whenever people turn on/off the lights, it causes an audible power surge into the speakers, like a loud snap or click. And granted, I know we probably should be using passive speakers with a powered amp, but hey, budgetary constraints.

So, does anyone have any cheap suggestions on what to do to remove this humming? I already tried hooking it up to a Monster PowerBar 1100, but that didn't work. Will a power regenerator work?
