I can't remember the title for the life of me. Here are some pieces of info to help:
I originally played the demo on an old imac years ago, probably the late 90's or early 2000's. I would guess that it has a Windows counterpart, too.
The location is a war-torn Washington DC, where gangs have taken over. The first level was a government building which then led to the underground subway system.
The enemies include mercenaries with blue body armor and gang members who were skinny and had shaved heads. The gang members were seen exclusively in the subway.
An interesting feature of the game was the bullet traveling time. It would take longer for your shots to get to your target depending on how far away you were.

Edit: I can't believe it, but I found it. It's Prime Target. I had googled this before to no avail, but I ended up finding a similar thread as mine which contained the answer.
