Help choosing DAC/AMP/SC

Hi!
 
I'm buying the Starkey SA-43 Custom IEM in about 2-3 weeks from now. From reading some reviews I've gotten the impression that they require I very good source to perform well.
 
I'll be using the CIEMs with my phone (HTC One S) and with my laptop.
I'll have to use my phone without any external devices to improve SQ at first and maybe buy something later on, but for the laptop I need some help figuring out what I can do to make the SQ better.
 
I have a DELL latitude E6520 and have literally no idea what I should buy in order to improve the SQ.. should I buy an external SC/DAC/AMP?
 
My budget as of now is about 200-250$ but may change later on.
 
Basically what should I buy to improve the SQ on my laptop?
(please also add things that are beyond my budget for future upgrades)

EDIT: The Starkey SA-43 are the only headphones I'll use, no speakers no big cans.
         They will be used mainly for music (movie and game audio can be ignored).

Hard to beat to be honest without spending double their asking prices. They both come with DACs so you can use it with your PC as well as an external amp. The UHA4 also has Cross-feed. They both have low and hi gain settings. The UHA6 MKII has Coaxil and Optical connections as well as USB.
