For gaming you need a sound card.

Yeh to make the most of them you do need a good soundcard...I can reccomend the Titanium HD (best card for gaming and beautiful for music too!) 
 
If your not planning on using a dedicated soundcard then you will need an amp, I would reccomend the Fiio E11 but you cant use that while its charging so its not good for desktop use IMO 
 
But I would suggest getting a used pair of DT770´s (make sure there the PRO 80 model!) and then getting a good soundcard like the Titanium HD thats an amazing setup...and I use a ZO2 amp with that and its just amazing!

Hehe well right now i don't have a PC for gaming right now i will when i get the money though.

Denon AD2000 if you can find them. They are probably the best for the price range.

I need to know because i never used one myself why are amps so imported what do they do?
Also if i do get one what  should i get and will it work for consoles and laptops?

You don't need an amp The Usb DAC you linked we be enough to power the headphones you seek.
