Most (maybe all) headphone amplifiers (or headphone DAC/amps), stop feeding a signal to the line-output (signal to your speakers) when a headphone is plugged in.
Maybe there is an Audio Interface that has the feature you're looking for?

I am looking for a headphone amp (PC Gaming and music) that also allows me to connect a set of powered speakers to work at the same time.

i.e the headphones, when plugged in, should NOT MUTE the RCA OUT.

Senns HD6XX and also HIFIMAN HE-4XX

I don't think you're going to find that since I can count you and around four other people in the past decade who would be the only ones to buy such a product, if at least for hi-fi equipment.

Even AudioGD instead of having a muting function just put a switch, so those with just a reference headphone can reduce mechanical wear on the TRS socket.

I think you're more likely to find something that does that in a pro mixer console that has switches for which inputs and outputs work at any given time.

Maybe the Creative Sound Blaster X7 is the thing you're searching for.
Got in mind that the X7 is capable of feeding different outputs at the same time.
But i don't know for sure.

My two cents, the Creative X7 would be a waste of cash, for Super Kermit.
It comes with several feature Super Kermit does not need.
