It's probably a saying in every western country, too - for some people.
Although, depending on the religious and/or cultural/educational/financial/social background there might be some regions/groups where it would be more probable to hear it, it's quite short-sighted to say it's "a saying in these or those countries".

I purchsed my Nikon 70-200mm f2.8 lens($1599) from ebay after 8 or 10 beers last Feb. so I hadn't seen my wife's smile for more than one month.
