Here's what I get:
C7 = 4.99v
C14 = 3.29v
C15 = 3.29v
Check the resistance(always with power disconnected) from 3V3 to 0V. It should be infinite, or no reading. Also check the resistance between 3V3 and 5V. It should also be infinite.
With the dac powered on I've got:
C7 = 5,1V
C14 = 4,9V
I don't know which one is the C15, is it one of the big ones cap.
For the resistance I put a pin in the 3V3 hole and the other on the 0V wire and then the same for the 5V wire, right? If it's right, I get infinite or nothing at all, measuring the resistance.
Yes, it's one of the big caps. Post #6 shows a layout of the board. I'm assuming it's going to be the same as C14 though. Which is still too high. Should be around 3.3v.
When you sparked U2, it appears you may have blown it. C1 and C15 should not have 5V across them.
You need to try and replace U2. You may have another problem though - U1, U3 and X1 have now had 5V voltage applied to pins that are rated only for 3.3V.
