I thought about that one as well when I was making up my mind.  Though I prefer Doggystyle by the slightest of margins, I simply couldn't ignore The Chronic and its impact on music.  That record changed everything.

Portishead, Dummy
Tori Amos, Little Earthquakes
The Stone Roses
Rage Against The Machine
Phish, Junta
Kate Bush, The Kick Inside
Jeff Buckley, Grace
 
Most already mentioned, but I think this may be the first mention of the Phish album, which certainly deserves consideration.

Maybe not one of the greatest debut's, but certainly the foreshadowing of the impact he was to have...
