If you want good and cheap in the same set of IEMs, the Monoprice MEP-933 is a fantastic deal. Read IjokerI's comparison of 225 IEMs and you will see that it gets a 7.5 for sound quality. The A151 by MEElectronics "only" gets a 7.4 and that thing is selling for about $50. Granted, the A151 has a very nice cable and more accessories, but I think you get my point. Add shipping and get some Sony Hybrid eartips, and you have a great setup for all of $15.
 
Just one (pretty big) reservation: you will want to wear the MEP-933 over-the-ear if you get it. It has a significant amount of microphonics.
