What do I need to get a good basic computer audio system. I already have a good dac and headphone amp. I also downloaded Foobar2000 and have that installed. Is that all I need in terms of software?

you've got a computer playing foobar, feeding a dac, feeding a headphone amp.  looks like you're good to go.  must make sure you've got the wasapi component installed and selected as the audio output in foobar.

@jcn3 has good advice.  I would add, try not to use a laptop,  (if you must, use a separate monitor or have the display sleep after you start your playlist),  keep the music machine dedicated to listening and not running other stuff while listening. 
 
Lots of stuff to do after you decide to move beyond basic that will give incremental returns.
