Getting Tracks on the same volume level

I have a couple of Tracks which have different volume levels. One Track is pretty silent where as the other gets insanly loud.
 
Is there a way to get all tracks on the same level? Does it effect the Sound quality?

Foobar2000 has the "ReplayGain" function which adjusts the volume while playing, to achieve the same loudness. The impact on sound quality is minimal (if noticeable at all) and the data in your files is not altered, apart from adding some tags. Other players may not be able to interpret this information though.
If you prefer to generate new versions of your music files with equalized loudness, most audio editors will allow you to do that. This method may audibly degrade the sound quality, especially if you start with a low bitrate MP3. Use FLAC or WAV files if you can. Audacity is a free editor that will let you do that.

Once you've scanned your tacks in foobar2000 with ReplayGain you can convert them (for example from flac to flac, so no loss there) with ReplayGain processing enabled (some loss of bits there, unless you go 16 to 24 bits).
But it's simpler to just use a 24 bit DAC and enable ReplayGain processing during playback.
