George, you've got a global market with a ton of time-zones, it would be better to use GMT +0 to make it easy for people to add and subtract--I used to have family across 17 timezones, people struggle with timezone calculation. I don't like this approach, and it wasn't at all clear from the post. The post made it sound like we could just go in buy a bag and then hope we got something cool. Instead it sounds like there are a limited number with no indication on the site for the numbers available. I'm not happy with not knowing whether I'm going to be able to buy a lucky bag or not.

As can be seen, these times suck for many of the people who live outside of Asia or Oceana. The whole of the USA has pretty lousy times, with the Pacific coast getting the most reasonable times (Alaska and Hawaii are decent too). For folk in the UK all Lucky Bags will be gone before 10AM. People aren't going to feel lucky in most of the world, they'll feel left out.
