New finding:

Remove the green wire that connects the PCB that holds the line-out and dc jack from both that board and the mainboard. It will basically remove the obnoxious line noise that greatly raises the noise floor and pull it down to very low levels.

I have no idea why that green wire is there. It looks like it connects the jack to some ground for headphone out section. However, they already share a common ground as far as I can tell when looking at the traces, so it seems pointless to me, and removing it had no impact on either output in terms of stability *shrug*.
