I'm surprised no one has mentioned Fagen's The Nightfly; about 35 minutes. Another that comes to mind as being too short is Dissertation, Honey by The Plot To Blow Up The Eiffel Tower; about 25 minutes long.
Electronic musicians tend to fill their CDs to the brim, a notable exception is House of Sleeping Beauties by Lucia Hwang, clocking at just 37:54. It is a very beautiful and wholly satisfying Japanese-Chinese inspired musical journey.
