when i play mp3s, is it upsampling in software, or is it forcing my sound card to upsample in 32 bit? is it a good idea to always use 32 bit, or should i use 16 bit? i notice that cpu usage is slightly higher. i'm using kernel streaming.

Upsampling only applies to sample rates such as changing 44.1khz to a higher one like 96khz.

Foobar has 64bit internal processing. I assume (not 100% sure) that the MP3 is decoded to that or 32bit floating point. Soundcard's DACs can commonly handle 16 or 24 bits linear so you'd use the one which yours is capable of. In the case yours can do 24bit, use 24bit padded to 32bit.
