foobar2000: Skip silence cuts in too soon

I use foobar2000 to play my music, and I'm having a problem with the skip silence function. It would cut in when I can still hear sound from the speaker. I tried setting the threshold very low and it still happens.
Is there a way to make it activate at lower levels?
