Foobar EQ distortion?

Hey guys. When I try to use Foobar's EQ with my laptop I hear a whistle sound followed by tones in the treble range that is not suppose to be there. Every song with a high pitch tone has a whistling noise following it. I tried EQing the same on WinAMP and the whistling noise is no where to be heard. But WinAMP's EQ is very limiting. Do you guys experience the same problem?

I never EQ a slider above 0db. Even when I EQ it above 0db on WinAMP I don't hear any distortion. With every slider below 0db on Foobar I still hear this annoying whistling noise. Also what's weird is If the EQ is either set to flat or off on Foobar I hear no whistling distortion.....

I have some hearing loss in the rght ear. How can I have Foobar pump more juice in the right channel?
I'm using WASAPI.

It's a pretty crude solution but you could use this plugin to pan to the right.

foobar2000 3rd party components
